Bihar to be declared drought-hit soon, says state chief minister The chief minister of Bihar, Jitan Ram Manjhi, on Saturday declared that his government was ready to declare the state drought-hit if it fails to receive any rainfall in the next two or three days. Manjhi said that after consulting weather experts and agricultural scientists, he would wait until August 15 to decide whether to make the decision According to experts from the Indian Meteorological Department, 60% of the state has experienced a deficit in rainfall of between 40%-60%.
