The Raghubar Das government focused on development of healthcare infrastructure in 2016 but services did not improve on the ground level. Shortage of doctors remained a big problem. The state health, health education and family welfare department hired specialists and posted them in rural areas but most did not take charge. Government doctors remained absent from block hospitals and community health centres (CHC) in rural areas under the temptation of private practice. The health department took action by suspending 78 doctors statewide and issued stern guidelines, but, botched surgery and wrong treatments claimed nearly 20 lives in a year. Hospitals and health centres also reeled under shortage of medicines and equipment.
